Flex is a highly productive, free open source framework for building and maintaining expressive web applications that deploy consistently on all major browsers, desktops, and operating systems. While Flex applications can be built using only the free open source framework, developers can use Adobe® Flex® Builder™ software to dramatically accelerate development.

Those are the official Adobe words to describe Flex, my vision is following: Flexing is the abbility to create SWF content, that runs inside the Adobe Flash player. These Flash applications can be created for the web, desktop or mobile interface. Along with the many standard components, which you can fully customize, creating something stunning to distribute according to above media, has never been so simple.
